The CIVILSPACE Dataset provides systematic information on the legal environments affecting civil society organizations (CSOs) in 12 European democracies – Austria, Germany, Spain, France, Greece, Hungary, Ireland, Italy, Latvia, Malta, Poland, and the United Kingdom – from 2000 to 2022. It covers legal provisions across 12 legal domains relevant to CSO activity, using 321 indicators that capture both legal obligations that restrict CSOs and legal benefits that enable them. The indicators are organized into four broader categories: CSO Existence, CSO Resource Access, CSO Voice and Regulation of Rights Infrastructures. The data was generated through manual coding by trained coders based on original legislation for each country. Laws were coded in a granular way at the level of specific legal provisions. The resulting country-year dataset enables researchers to systematically study the evolving civic space, e.g. by mapping developments over time as well as engaging in cross-country and cross-domain analysis.
